<p class="MsoNormal">Of course as Scot says, they won’t decrypt the encrypted channels. However, they do work well with the unencrypted channels and mix the traditional and digital scanning seamlessly. The user interface integrates directly with Radio Reference
making programming a breeze via a PC interface. They’re also easily programmed via the front panel if you travel to a new area and want to toss in a new program quickly, without destroying your existing programming. The memory card stores the entire Radio

<div>The scanner question is a complex one now. You are looking for a scanner capable of "P25 Phase II"...and that narrows your search down quite a bit. Additionally, many channels are encrypted, so even though you could receive them, you can not decrypt the
transmissions. And lastly...not all Central Oregon fire agencies are using the P25 system, and ALL are inter-agency capable which includes carrying radios and dispatch using multiple channels/frequencies...so on.</div>

<div>This is an evolving issue...one which I am personally paying very close attention to and participating in to the extent I can. Rather than go into a more lengthy reply, here's the results of a recent conversation I had with some newsrooms across the country
and the deputy director of the 911 service district:</div>

<div>Broadcastify:<br>
</div>
<div>Deschutes County 911 Service District is intending to provide streaming of each of their supported main radio channels. NOT their tactical channels. They impose a 30 minute delay on some broadcasts and deactivate the streaming entirely upon request of
command staff for incident management. Additionally, there are planned changes to the overall dispatch handling/channels which may introduce a "common" channel. It is unclear if the common channel will have the delay imposed, but you should assume so.</div>

<div>RF Transmissions:</div>
<div>ALL of the Central Oregon PD-related channels are encrypted P25 II, so the scanner will not be able to decrypt. You are forced to listen via Broadcastify with the 30 minute delay.</div>

<div>I'll note that other agencies using P25 and P25 II, notably Oregon State Police and Oregon Department of Transportation, are NOT encrypted.</div>

<div>As I previously mentioned, many of the regional agencies, notably the US Government ones, are not using P25 or even digital systems, so they are what I am simply referring to as "traditional" and your existing scanners should continue receiving their transmissions.</div>

<div>Now...to your question of "What to buy?" Here is direct feedback of what various newsrooms are using across the country in areas where agencies have moved to P25 and P25 II. NONE of them are capable of decoding encrypted traffic, so they all struggle with
the same issues we do here in Central Oregon.</div>
