I wouldn't say "most", but there are a few Chinese radios that don't meet requirements.  There are a great many that do, as well.



The Baofeng UV-5R is a decent radio, although programming it is less than fun.  It is FCC part 90 compliant and certified as such for commercial use.  Generally, commercially compliant radios also meet the requirement
 set forth in Part 97.

Most of these cheap radios DO NOT meet FCC emission requirements.  Trust me, I tested a few using my service monitor and spectrum analyzer.
