[HiDARG-MEMBERS] 220 MHz Antenna build.

Lets move this discussion to the HiDARG-SHACK list so we don't upset a
bunch of people with the traffic.

I have a suggestion for a simple groundplane antenna that should work very
well for 223.5 Mhz and couldn't get much easier to make.

I'll put the details on the Shack list.
