When my $350 Icom handheld failed after two years of occasional use, I bought a BaoFeng UV5R with accessories for about $50 and it has performed flawlessly since.  That was about four years ago.  Since then we have bought two more, although newer models (UV82).  All have worked just fine.  Having said that, they are a pain to program … UNLESS you have a program like Chirp (free download) with a programming cable (about $5-$7 from Amazon Prime with free shipping in two days).  There is a little learning curve for Chirp, but it makes programming a breeze!  I programmed 30 memories (both simplex and repeaters on 2 meters and 440) in about 45 minutes.

 

This deal seems too good to be true!  Has anyone received them yet?

I wouldn't say "most", but there are a few Chinese radios that don't meet requirements.  There are a great many that do, as well.

 

The Baofeng UV-5R is a decent radio, although programming it is less than fun.  It is FCC part 90 compliant and certified as such for commercial use.  Generally, commercially compliant radios also meet the requirement set forth in Part 97.

Most of these cheap radios DO NOT meet FCC emission requirements.  Trust me, I tested a few using my service monitor and spectrum analyzer.
