[HiDARG-MEMBERS] Tim Bass Restitution

I moved here in 2011 and was quickly introduced to HiDARG. It was,
obviously, a tumultuous time. Since then, I have seen some strong
involvement and significant improvements in the communication and outreach.
So that bodes well for the future. Keep it up!
